Your Committee on Planning, to which was referred Bill No. 230, reports as follows:
Bill No. 230,transmitted by Mayor William P. Kenoi via Communication No. 999 dated August 11,
2016, amends chapter 25, Article 4, Division 5, Section 25-4-55 of the Hawaii County Code 1983
(2005 Edition,as amended), relating to parking for persons with disabilities. This bill repeals the
outdated standards in Section 25-4-55 and replaces it with a statement that parking for persons with
disabilities shall comply with all applicable Federal and State requirements for the facility or site.
The Windward Planning Commission, at its duly held public hearing on July 7, 2016,concurred with the
recommendation by the Planning Director to send a favorable recommendation to the Council. The
Leeward Planning Commission, at its duly held public hearing on July 21, 2016, also voted to send a
favorable recommendation to the Council.
Your Committee made no comments.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 230, and recommends
its passage on first reading.
