Your Committee on Finance, to which was referred Resolution No. 612-16, reports as follows:
Resolution No. 612-16, transmitted by Finance Director Deanna S. Sako, via Comm. No. 1010 dated
August 17, 2016, authorizes the Director of Finance to negotiate a multi-year lease of real property, Na'alehu
Community Park, Small Building, situated at Kawala, District of Ka'u, County and State of Hawai`i,
identified as Tax Map Key: 9-5-021:023, to the Hawaii County Economic Opportunity Council (HCEOC).
This lease consists of a small building to be used for programs and activities in the Na`alehu community.
Jay T. Kimura, Executive Director of HCEOC; and Chad Hasegawa, Housing Preservation Grant/Capital
Improvement/Facilities Manager of HCEOC testified in support of this resolution.
Council Member Maile David thanked Messrs. Kimura and Hasegawa for appearing to testify and asked
Council Members for their support to solidify this long-term lease. Ms. David clarified that this lease
consists of a small building and does not include the real property on which it sits, and that the next Council
agenda would be revised to reflect the same.
There was no discussion.
Pursuant to Section 2-120(a)(2) of the Hawai`i County Code, the council may, by approved resolution, direct
the Finance Director to negotiate the disposition of real property by leasing it to nonprofit organizations.
Pursuant to Section 2-120(b) of the Hawaii County Code, a lease of real property to nonprofit organizations
may be made without notice or appraisal as required in Chapter 2, Article 19 of the Hawai`i County Code.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 612-16, and
recommends its adoption.
