RESOLUTION NO. 652 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO PURCHASING SUPPLIES FOR EDUCATION AND
TRAINING FOR LITTLE FIRE ANT PESTICIDE TREATMENTS IN COUNCIL
DISTRICT 2.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist communities of the
Big Island in achieving sustainable development while caring for their natural environment to
ensure broadened economic opportunities, enriched communities, and better lives; and
WHEREAS, BIRCDC will partner with the Big Island Invasive Species Committee
(BIISC)to assist with the efforts to control little fire ants (LFA) on Hawai`i Island; and
WHEREAS, Resolution No. 519-16, adopted by the County Council on May 4, 2016,
enabled the County of Hawai`i to receive grant funds from the State of Hawai`i Department of
Land and Natural Resources to create a LFA Pesticide Treatment Voucher Program to reduce,
control, and eradicate LFA on Hawai`i Island; and
WHEREAS, BIRCDC is requesting funds to cover expenses for materials and supplies
in order for BIISC to conduct education and training on proper pesticide use that will qualify
residents to participate in the County's LFA Pesticide Treatment Voucher Program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Department of Research and Development to provide a grant to BIRCDC to assist BIISC
with expenses related to education and training residents on pesticide use to enable their
participation in the County's LFA Pesticide Treatment Voucher Program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
