RESOLUTION NO. 654 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR THE 2016 SURFER'S HEALING HAWAII.
WHEREAS, the Department of Parks and Recreation coordinates an event with Surfer's
Healing Hawai`i that enriches the lives of children with autism and their families by exposing
them to the unique experience of surfing; and
WHEREAS, Surfer's Healing Hawai`i was started by a former competitive surfer, Israel
Paskowitz, after he noticed how the unique therapy of the ocean and waves calmed his autistic
child during a time of sensory overload; and
WHEREAS, in 1999, Israel and Danielle Paskowitz founded Surfer's Healing where
they began to host day camps that included one-on-one surfing with trained, professional surf
instructors, canoe rides for families, activities, trophies and pendants, and a T-shirt for all
participants to take home; and
WHEREAS, the effectiveness of the project is measured by the smiles on the faces of the
children surfing and the smiles of the families that watch their children do something that they
never thought possible; and
WHEREAS, Surfer's Healing Hawai`i feels that through the local press and TV
coverage, each surf camp generates more awareness and public interest in finding the cause and
ultimately a cure for autism; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Parks and Recreation for T-shirts, refreshments, and supplies associated with
the event; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
