RESOLUTION NO. 656 16
A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION
OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 2,
RELATING TO VIDEOCONFERENCE MEETINGS.
WHEREAS, the Rules of Procedure and Organization of the Council of the County of
Hawai`i ("the Rules") govern the affairs of the Council of the County of Hawai`i ("Council");
and
WHEREAS, the Council could improve the way it conducts its meetings by amending
Rule No. 2, Item No. 6(a)(2), relating to Videoconference Meetings, as indicated in Ramseyer
format below:
"(2) The public notice required by HRS section 92-7 shall specify the name of each
Council or Committee member and their physical location during the
videoconference. [If a Committee or Council member is not present at the noticed
• - - • -] If the Council Member elects to forego attending
by videoconference and instead attends the meeting at the designated Council
Chambers,that Council [member] Member shall [ ] still be allowed to
deliberate ler] and vote during that meeting;"
; and
WHEREAS, Council Members have very busy schedules that can change unexpectedly,
and this amendment would allow a Council Member that was once planning to participate by
videoconference to then be able to attend the Council and/or Committee meetings at the
designated Council Chambers; and
WHEREAS, even though a Council Member's participation by videoconference was
already announced, it is still preferable that a Council Member participate in the Council and/or
Committee meetings at the designated Council Chambers in case there are disruptions to the
videoconference connection; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Rule No. 2, Item No. 6(a)(2), of the Rules of Procedure and Organization of the Council of the
County of Hawai`i, relating to Videoconference Meetings, is amended as indicated above.
BE IT FINALLY RESOLVED that the County Clerk shall provide to all appropriate
parties those pages of the Rules that have been amended to replace the pages of the Rules made
obsolete by the adoption of this resolution.
