REQUEST FOR COUNCIL ACTION

A. REQUEST:
The Department of Research and Development would like to award $96,589.00, received from the State of
Hawaii, Department of Land and Natural Resources, Division of Fish and Wildlife (DOFAW) to Hawaii
County Economic Opportunity Council (HCEOC), a 501(c)(3) to establish and implement the Little Fire Ant
(LFA) Voucher program to assist our residents' efforts to reduce and manage LFA in communities around the
island, properties adjacent to County parks, and the general public.
Waive: Request to waive Finance Committee in order implement program immediately due to community need.
-Please waive the 5-day holdover period.
-Please create a resolution to enter into agreement to disburse funds.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The LFA was first discovered on Hawaii Island in 1999, and has since infested areas throughout the island.
The LFA ranks among the world's worst invasive species as it threatens native biodiversity, alters tropical
ecoystems, impedes tourism, causes intense and painful swelling in humans, as well as may cause
blindness in animals.
Pursuant to Resolution 519-16, the Office of the Mayor was authorized to enter into an agreement with the
State of Hawaii, Department of Land and Natural Resources pursuant to HRS 46-7, for a grant to the
Department of Research and Development. The Department of Research and Development, in partnership
with the Big Island Invasive Species Council (BIISC), the Hawaii Ant Lab (HAL), and HCEOC are
establishing the LFA Voucher Program to assist efforts to reduce and manage LFA island-wide.

RE: Resolution No. 659-16 : RESOLUTION AUTHORIZING THE DEPARTMENT OF
RESEARCH AND DEVELOPMENT TO AWARD FUNDS TO THE HAWAII COUNTY
ECONOMIC OPPORTUNITY COUNCIL.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
