Testimony in Support of Resolution 641-16 S a
Chair Kanuha, Vice Chair Poindexter, and Council Members:
I am Ed Teixeira, Director, Emergency Management, Hawaii County Civil Defense
Agency, and am testifying in support of Resolution 641-16.
I urge the Council to approve Resolution 641-16, which authorizes the Mayor to
enter into an agreement with the University of Hawaii to develop an updated air
quality model for the dispersion of hydrogen sulfide and other gases from Puna
Geothermal Venture plant. The modeling effort will serve as tool to help update
existing emergency response plans and to assist in the placement of new, fixed air
quality monitors in the surrounding community.
As well, the project is consistent with the recommendations of the Geothermal
Health Working Group that convened in 2013. These recommendations included
the need for monitoring stations to be placed carefully and strategically throughout
surrounding residential areas and the need for up-to-the minute H2S, particle, noise
and meteorological date-principally wind speed and direction to be available to
emergency responders and the public.
