TO DOMINIC YAGONG, CHAIRMAN
COMMITTEE ON PUBLIC WORKS & PARKS
FROM 1~~E G. CARVALHO, POLICE CHIEF
SUBJECT: BILL NO. 59
This is in response to your memorandum of April 7, 1999, regarding the above-referenced bill.
The parking area fronting Kawamoto Vegetable Store on Kilauea Avenue was monitored
between 10:00 a.m. to 11:00 a.m. on February 19, 1999, while the establishment was open for
business. The following was noted:
• A total of 25 cars found available parking.
• Only one car remained parked for more than 15 minutes.
• Four cars parked for 10 to 15 minutes.
• The remaining 20 cars left prior to parking for 10 minutes.
Based on this survey, we see no reason to conduct an experimental 15-minute parking zone in
this area. Fifteen minutes is sufficient time for customers to conduct their business and leave.
We encourage your Committee to consider initiating an ordinance to limit parking in this area to
15 minutes.
Thank you for your assistance in this matter. We look forward to working together to improve
our communities on the Big Island.
