Your Committee on Finance,to which was referred Resolution No. 634-16, reports as follows:
Resolution No. 634-16,transmitted by Council Member Karen Eoff, via Comm. No. 1035 dated September 1,
2016, relating to a Council initiated improvement district to facilitate construction of permanent
improvements to Iki Place at Kohanaiki Homesteads, Kohanaiki, North Kona, Hawaii, including
improvement of the water distribution system to County standards, in accordance with Chapter 12 of the
Hawai`i County Code 1983 (2005 Edition, as amended) relating to improvements by assessments.
This resolution initiates an improvement district to facilitate improvements of a water distribution system,
and directs the Manager-Chief Engineer to prepare and submit to the Council a report pursuant to Chapter 12,
Article 2, Section 12-10(a), of the Hawaii County Code.
Manager-Chief Engineer Keith Okamoto and Civil Engineer Ryan Quitoriano with the Department of Water
Supply came forward to comment. Mr. Okamoto explained that he understood the request before him and
confirmed that a report that would include cost estimates and other requirements would be prepared after this
resolution passes and submitted to Council.
Chair Karen Eoff relinquished the Chair and commented that this is a long process she is familiar with,
having recently completed a water improvement project in North Kona. There was no discussion on this
matter and the vote was taken on the motion to approve this resolution, with all Council Members in favor.
Pursuant to Section 12-10(a) of the Hawai`i County Code the Council may direct the Department of Water
Supply to prepare and submit to the Council a report containing information indicated therein.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 634-16, and
recommends its adoption.
