HomeMy WebLinkAboutREP PWPRC 049 2016/09/20 (2014-2016) REPORT OF THE COMMITTEE ON PUBLIC WORKS AND PARKS AND RECREATION DATE: September 20, 2016 Re: Comm.No. 1046/Bill No. 239 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 9:15 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks and Recreation,to which was referred Bill No. 239, reports as follows: Bill No. 239,transmitted by Council Chair Dru Kanuha, via Communication No. 1046 dated September 6, 2016, amends Chapter 24, Article 10,Division 5, of the Hawaii County Code 1983 (2005 Edition, as amended), relating to parking. The bill adds the County parking lot between Kuakini Highway and Likana Lane, from 2:00 a.m. to 5:00 a.m.,to Schedule 29 (Parking prohibited during certain hours on certain streets; tow away zone), Subsection (f), Kona. Council Chair Kanuha spoke in support of Bill No. 239. He noted that this bill was brought forward, at the request of the community, as a first step to curb overnight parking. Chair Kanuha stated that the lack of parking in Kailua town has affected many residents and business owners over the years. This is an attempt to remedy the issue while keeping parking free of charge. Several Council Members communicated their support of Bill No. 239. Council Member Eoff, who attended one of the Town Hall meetings, expressed her concern for those who may leave their car in the parking lot overnight to take a cab home, if drinking. She feels that if we are to encourage the "No Drinking and Driving" policy, this amendment may be counterproductive. Public Works Director Warren H.W. Lee appeared before your Committee for questions. To address concerns of towing versus citing, he informed the Council that Public Works would be working with the Police Department to monitor the parking amendment, if passed. Director Lee included that a gate or chain may be considered depending on the level of violations encountered.
