Dear Chair Arakaki and Council Members:
For your review and approval, I am submitting a resolution to transfer $19,500 from the Clerk-
Council's Postage & Freight and Miscellaneous Contractual Services Acwunts and to
appropriate various amounts to the Clerk-Council's Salary & Wages Account, Overtime
Account, Telephone Account, Mileage Account, and Rental Account.
This transfer is needed to cover shortages caused by (1) vacation payouts to several employees
who left the Clerk's Office; (2) extra overtime hours spent working on the Zoning Code, and
staffing additional public hearings and meetings held after hours; (3) changing the Council's
current telephone system to voice mail; (4) an increase in claims for mileage; and (5) an increase
in electricity at the Kona Council Office.

RE: Resolution Relating to the Transfer of Funds for the Clerk's Office
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai"i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
