Date Hawai'i County Is an Equal Opportunity Provider And Employer Upper Puna Connectivity Creating an alternate route from Volcano to Highway 130 through the subdivisions makai of Highway 11. Using staggered connectivity locations as recommended by the PCDP and adding two additional connections between the subdivisions and Highway 11 Puna Connectivity Ad-Hoc Committee Goals Puna Community Development Plan, taken from Section 4.3.3 • Establish emergency routes, using mostly existing road beds; • Create Connectivity Alignments between the following subdivisions: Orchidland, Hawaiian Acres, Fern Acres, Kopua Farm Lots, Eden Roc and Fern Forest...These inter-subdivision roads should be staggered, low-impact, and multi-modal. Connectivity Locations — Not a Corridor We are not proposing a road, we are recommending points of connectivity between the subdivisions. The creation of these Connectivity Locations (CLs) will require legal agreements with the County and the Community Associations of the subdivisions. In some cases the purchase of necessary lots or easements, and the actual creation of short connecting roads will be needed. Ad -Hoc Committee Goals : • Investigate and identify possible points of connectivity between Upper Puna subdivisions to establish an alternative route from the Volcano area, through the subdivisions, connecting to Highway 130. • Identify possible subdivision connector roads to Highway 11 . What will the demands on the infrastructure be if the area grows to even a 50% build-out? • Upper Puna population estimates put the current population at approximately 2 5,000 people. As the fastest growing area in the State of Hawaii, we expect major growth here. The substandard subdivision roads are inadequate to provide for public safety, not to mention safer routes to schools, emergency response vehicle access, evacuation routes, social connectivity and alternate routes for drivers caught in highway closures. The creation of these points of connectivity will create simple, affordable road alternatives that will greatly enhance public safety. Connectivity The Ad-Hoc Committee on Puna Connectivity asks that the Public Works and Parks and Recreation Committee accept our report and forward it to the County Council as a Resolution to support, fund and implement these greatly needed public health and safety improvements. ..,-.. - • ..:. •- •.
