Re: Proposed Amendment to Bill No. 234;An Ordinance Amending Chapter 14,
Article 14, Division 3, Section 14-86 of the Hawai`i County Code 1983 (2005
Edition, as Amended) Relating to Street Names.
Please find attached a proposed amendment to Bill No. 234. The amendment is illustrated below
in Ramseyer format with respect to the contents of Bill No. 234 (material to be deleted is
bracketed and stricken).
Bill No. 234 is amended by amending Section 14-86 as provided in Section 2 to read as follows:
"Section 14-86. Street name criteria.
Street names shall meet the following criteria:
(a) No duplication. To eliminate potential confusion, duplication of street names within the
same '.. •. • ' • •:] zip code zone shall not be permitted. Streets with the same
name but different street type designations shall be considered duplicate street names.
(b) Continuity. Streets continuing through an intersection or are segments of a planned
alignment shall keep the same name.
(c) Directionals. The director may add directional indicators, such as north and west, to
street name proposals as deemed appropriate.
(d) Other Criteria. The director may specify other street naming criteria in rules."

AN ORDINANCE AMENDING CHAPTER 14, ARTICLE 14, DIVISION 3, SECTION 14-
86 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION,AS AMENDED)
RELATING TO STREET NAMES.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The purpose of this ordinance is to allow for two streets in the
same judicial district, but with a separate zip code, to share a name.
One such situation exists in the subdivision of Leilani Estates, district of Puna, ZIP code
96778. One of the private streets is named Ma`ili, but for many years, partly as a result of
incorrect signage, residents have believed they lived on Maile Street. Numerous land owners on
Ma`ili Street have listed their address on tax records, bills, mortgage documents, driver licenses,
and bank accounts as Maile Street, Pahoa, HI 96778, which does not exist.
There is a Maile Street in Puna, in the subdivision of Eden Roc Estates, Mountain View,
HI 96771. The County Code as written does not permit two Maile Streets in the Puna district.
This ordinance will allow Ma`ili Street in Leilani Estates to be renamed Maile Street.
SECTION 2. Chapter 14, article 14, division 3, section 14-86 of the Hawai`i
County Code 1983 (2005 edition, as amended) is amended to read as follows:
"Section 14-86. Street name criteria.

SECTION 3. Material to be repealed is bracketed and stricken.New material is
underscored. In printing this ordinance, the brackets, bracketed and stricken material, and
underscoring need not be included.
SECTION 4. If any provision of this ordinance or the application thereof to any
person or circumstance, is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance, which can be given effect without the invalid provision or
application, and to this end, the provisions of this ordinance are declared to be severable.
SECTION 5. This ordinance shall take effect upon approval.
