The Hawaii State Earthquake Advisory Board (HSEAB) forwarded to this office n copy
of the County of Hawaii Departmatt of Public Works letter dated March 19, 1999
propofing various amendments to the County of Hawaii Building Code. We endorse the
upgrade of the seismic hazard designation for the County of Hawaii Building Code from
Zone 3 to Zone 4 as proposed in thin letter.
The State Civil Defense (SCD) sponsored HSEAB recotttmendod that the aaiatttic zone for
the Island of Hawaii be upgraded from Zone 3 to Zone 4, based on a U.S. Geological
Survey seismic hazard report in 1994. SCD formally submitted a Code Change Submittal
to the International Costference of Building Officials (ICBO) in 1995. The Structural
Engineers Association of Hawaii endorsed the submittal recommendation. The ICBO
approved the change and incorporated Zone 4 for the island of Hawaii into the 1997
Uniform Building Coda.
Mitigation is the eorner stone of emergency management and is en effective mesas for
reduciag the adverse impact aasooisted with a natural hazard. The implementation of the
Zone 4 change imo the County of Hawaii Building Code will be a major step to ensure
new and renovated structures wilt be designed to better withstand the forces of en
earthquake and to mitigate against fltture damage.
The Zone 4 upgrade would require additional structural measures to be incorporated into
the wnstructioa of any new or renovated molt's-story concrete structure, but not
residential or light commercial consuvctioa. The HSEAB estimated that the overall impact
of the proposed code changes on construction costa in Hawaii Coumy would be minimal.
FEMA Region ]X urges the Hawaii County Council to adopt the proposed change. This
will improve the life safety of island residents and visitors, as well as to minimize damage
to facilities and the associated problems from the lose of use of these facllitioa in the event
