' » Dru Mamo Kanuha, Council Chair and Members of the Hawai`i County Council W' wr Hawai`i County Council 25 Aupuni Street `: Hilo, Hawai`i 96720 RE: Testimony in opposition of Bill 234 Aloha Chair Kanuha and County Council Members, My sincere apologies for not participating in person. I spent the majority of my childhood in Ka`u and felt the need to be a part of the blessing of the new Gymnasium Complex in Ka`u. I am writing to express our opposition on Bill 234 which aims to allow for two streets in the same judicial district but with different zip codes to share the same name. Earlier this year, Councilmember Ilagon did reach out to our department for input regarding his proposal. Our response was that we were opposed to it due to the potential confusion during a call to the 911 center. The Hawai`i Fire Department's Fire Communication Center receives all Fire and Emergency P g Y Medical Services related calls as a transfer from the original call to the Hawai`i Police Department's 911 center. There are known events in which the 911 caller was not able to readily relate to the dispatcher what community they are calling from. Our dispatchers attempt to narrow down the location by having the caller relate their general location such as Hilo, Puna,Kona, Ka`u, etc. Across our vast County, there exist multiple roadways with the same names such as but not limited to Plumeria, Maile, Cane Haul, Government, etc. Commonly, the same street names are located in subdivisions of Puna, Kau, and Hamakua Districts. These already create time delays to a busy 911 call center. This amendment would further delay processing of a 911 call to the correct responding resources. I humbly ask you not to amend Chapter 14, Article 14, Division 3, Section 14-86 of the Hawai`i County Code 1983 (2005 Edition, as amended) relating to street names. Respectfully, I h 2.5,3 ems. No. .
