RESOLUTION NO. 669 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PURCHASE TRAINING EQUIPMENT AND
SUPPLIES FOR THE HANDS-ONLY CPR PROGRAM.
WHEREAS, cardiac arrest is a leading cause of death, and survival often depends on
receiving cardiopulmonary resuscitation (CPR) within seconds or minutes; and
WHEREAS, CPR can only be performed within seconds or minutes of a cardiac arrest if
a person who has been properly trained to employ CPR is nearby; and
WHEREAS, training as many people as possible to successfully employ CPR is the most
effective method of increasing the odds that a person will be nearby to employ CPR when
needed; and
WHEREAS, hands-only CPR has been shown to be as effective as conventional CPR for
cardiac arrest as it can double or triple a person's chance of survival; and
WHEREAS, the Hands-Only CPR Program has been deployed throughout Hawai`i
County, and within about three years, more than 7,000 people have already been trained; and
WHEREAS, the goals of the Hawai`i Fire Department are to increase cardiac arrest
survival rates on Hawai`i Island, to train all high school seniors in hands-only CPR before they
graduate, to train all Department of Education faculty and staff in hands-only CPR and
automated external defibrillator(AED) use, to increase awareness in the community in hands-
only CPR and AED use, and to continue to improve its CPR/AED program presentation with up-
to-date videos, training devices, and science; and
WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to
the Hawai`i Fire Department to purchase CPR training manikins, AED trainers, and other related
equipment and supplies for the Hands-Only CPR Program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Fire Chief and Director of Finance, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
