AN ORDINANCE NAMING THE BANK OF HAWAII BUILDING AND AMENDING CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO THE PARKS AND RECREATION FACILITY SCHEDULE. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Purpose. The purpose of this ordinance is to name the North Kohala Bank of Hawaii (BOH) Building in Kapa`au, located at 54-3892 Akoni Pule Highway, to "Ka Hale o Na kupuna i Kohala," which can be roughly translated to the house of Kohala's kupuna. The building was constructed in the 1900's and purchased by BOH in 1922, serving North Kohala for ninety years. In 2012, BOH concluded it would close its operations in Kapa`au and would no longer need to continue ownership of the bank property. In 2012, the building was conveyed to the County, under the Department of Parks and Recreation and the Office of Aging, to provide elderly services and activities. Since that time, this building has been used as a hub of services for North Kohala seniors. It is no longer appropriate to refer to this building as `Bank of Hawaii" or "former Bank of Hawaii" building. The name of the building should reflect the intentions of BOH when they bestowed the building as a gift to the Department of Parks and Recreation. Naming the BOH building "Ka Hale o Na kupuna i Kohala" reflects the intent of BOH's gift to the seniors. SECTION 2. Pursuant to Section 15-67(a)(4)(A) of the Hawaii County Code 1983 (2005 Edition, as amended), which provides that structures within recreational facilities of the County shall be named for a "neighborhood, community, region, district, or other identifying geographic location," the Bank of Hawaii Building in Kapa`au, located on those parcels specifically identified as Tax Map Keys: (3)5-4-005-002 and (3)5-4-005-003, and situated at 54- 3892 Akoni Pule Highway, Kapa`au, in the District of North Kohala, County and State of Hawaii is hereby named "Ka Hale o Na kupuna i Kohala." SECTION 3. Chapter 15, article 8, section 15-68.1 of the Hawaii County Code 1983 (2005 Edition, as amended), is amended by adding a new facility structure name to the "Kohala" section to be appropriately inserted and to read as follows: "Ka Hale o Na kupuna i Kohala" SECTION 4. New material is underscored. In printing this ordinance, the underscoring need not be included. SECTION 5. Severability. If any provision of this ordinance, or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 6. This ordinance shall take effect upon its approval.
