Box 826, Kamuela, Hi. 88743 3 June 1599 Subject: Proposed Building Code Amendments The Building Code Committee and the Board of Directors of the Hawaii Island Section of the American Institute of Architects wish to state the organization's position relative to Section 1 through 7 of the proposed ordinance; amendments to the 1991 Uniform Building Code. SECTION 1 Concur with proposed amendment SECTION 2 Concur `vith proposed amendment SECTION 3 It is our understanding that this proposed amendment is actually amending a section that was repealed by Ordinance 96162. Tf this is true, it seems that technically this change is inappropriate. To: Co~~ci~ -Re€--Bste~ 1 7 tpm r_ ..__n ~ ~ i~-+ _ SECTION 7 We believe that this is an unnecessary and unrealistic standard Wood exposed to the weather is dimensionally unstable and spaces between board will tend to change because of many variables (extent of exposure, grade and species of wood, applied finish, degree of maintenance etc.) To set a standard that cannot be maintained over a period of time will be inviting claims o1'injury aad possible litigation. Lc cal examples of deck installation: • DE:ek with 1/4" spaces collected debris between the boards to a degree that is was sufficiently damaged by fungus to require replacement. The, replaced deck has 3/4" spaces and is debris free • DE:ek laid initially with 16d nail space (5/32") increased to 5/16" and gr~:ater by time of final inspection. • Waterfront Row, a heavily traveled tourist mall, has plank decks with some spaces exceeding 3/4". The property manager says that have not had a complaint in the 12-15 years that they have been open. The AIA appreciates the opportunity of commenting on these proposed amendments. Our organization is very interested in all code issues and would welcome the opportunity of being a part of the on-going evolution of the building codes with the County.
