Your Committee on Finance, to which was referred Communication No. 1074, reports as follows:
Communication No. 1074, transmitted by Mayor William P. Kenoi dated September 14, 2016,
nominates Mr. Mitchell Tam, of Council District 7 to the Hawai`i County Merit Appeals Board.
Mr. Tam was introduced by T. Ilihia Gionson, Executive Assistant to Mayor Kenoi, and requested
Council's favorable action of this appointment. Mr. Gionson stated that if Mr. Tam is confirmed, he
would fill a vacant term that will expire on December 31, 2019, and that he is not affiliated with any
political party.
Nominee Tam was present at the Kona Council Office and expressed that it would be an honor to serve
on the Merit Appeals Board. Several Council Members spoke in favor of his nomination.
Chair Eoff informed Mr. Tam that he did not need to appear before the full Council for confirmation.
Pursuant to Section 7-1.2. of the Hawai`i County Charter, there shall be a Merit Appeals Board, which
shall consist of five members appointed by the mayor with the approval of the council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 1074, and
recommends confirmation of the appointment of Mitchell Tam to the Hawai`i County Merit Appeals
Board.
