RESOLUTION NO. 680 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MALAMA KAI
FOUNDATION TO ASSIST WITH ADMINISTRATIVE EXPENSES RELATING TO
THE WEST HAWAII FISHERY COUNCIL'S EFFORTS TO PROTECT AND
PRESERVE THE COAST OF WEST HAWAII.
WHEREAS, the Malama Kai Foundation is a 501(c)(3) nonprofit organization, whose
mission is ocean stewardship for current and future generations through community service and
public education; and
WHEREAS, Malama Kai Foundation supports the efforts of the West Hawai`i Fishery
Council (WHFC) to protect the health of the coral reef and associated marine species of the coast
of West Hawai`i; and
WHEREAS, WHFC provides the forum for community involvement and participation in
education and rule-making by providing a voice for community stakeholders and enhancing
public awareness of the importance of the resources and compliance with regulation to conserve
these resources; and
WHEREAS, WHFC is requesting funds for administrative expenses to engage youth to
establish a marine protected area; and
WHEREAS, one of the Department of Liquor Control's goals is to support youth with
programs that promote alcohol- and drug-free events, such as programs that implements safe and
healthy environment.
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Liquor Control to provide a grant to the Malama Kai Foundation to defray the
costs of administrative expenses relating to printing, maintain its websites, and the rental of
meeting spaces, in support of the West Hawai`i Fishery Council's objective of preserving and
protecting the coast of West Hawai`i; and
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
