We received 48 eligible proposals. Based on funding constraints and county priorities, we have selected 18 potentially fundable high priority TE projects and 14 potentially fundable medium priority TE projects. Following our normal procedures for adoption and amendment of the Statewide Transportation Improvement Program (STIP), the responsible transportation agency may request TE funds for any potentially fundable TE project on the attached list which is "ready to go". TE funds can be used for medium priority TE projects only if all high priority projects are determined to be not "ready to go" and TE funds are still available. Date ~ ~ 1 l3~ STATE OF HAWAII DEPARTMENT OF TRANSPORTATION (DOT) PRIORITY TRANSPORTATION ENHANCEMENT (TE) PROJECTS MARCH 1999 In July 1998, the DOT Highways Division contacted a wide variety of public agencies and private organizations and encouraged them to participate in the development of proposals to use Federal Highway Administration (FHWA) funds for TE projects. 50 TE proposals were submitted by the August 31, 1998 deadline. Of these, 48 proposals potentially were eligible for FHWA funding. Eligible Oahu TE proposals were evaluated by the Oahu Metropolitan Planning organization (OMPO) Policy Committee using OMPO procedures. Eligible Neighbor Island TE proposals were evaluated using procedures adopted by the respective Countywide Transportation Planning Process (CTPP) Policy Committees. Based on four separate county TE priority lists and Federal funding constraints, the Director of Transportation has identified 18 potentially fundable high priority TE projects and 14 potentially fundable medium priority TE projects. Whenever the DoT proposes adoption or amendment of the Statewide Transportation Improvement Program (STIP), the applicable transportation agency may request TE funds for any "potentially fundable project" which is "ready to go". Agencies responsible to request TE funds in the STIP, and to assure project compliance with FHWA requirements, are listed for each project. By FY 2003, the State's cumulative share of TE funds under the Transportation Equity Act for the 21st Century (TEA-21) will total about $18 million. Unless primarily funded with State, county, or private funds, it seems likely that some high priority TE projects and mast medium priority TF. projects will have to be postponed beyond FY 2003. When funding requests for high priority TE projects exceed available TE funds, TE funds will not be included in the STIP for medium priority TE projects.
