Dear Chairman Arakaki and Council Members:
I forward for your consideration the appointment of
Edward Bumatay as Hawaii County Fire Chief.
Acting Chief Bumatay has been employed by the Fire Department
since October 1970. He served from March 1989 to December 1990
and from July 1993 through December 1998 as Deputy Fire Chief.
He has been Acting Chief since December 31, 1996.
Acting Chief Bumatay is a highly skilled, experienced
firefighter and has proven his administrative ability to lead
the department. I urge your favorable consideration of his
appointment as Fire Chief.

Your Committee on Finance, to which was referred Communication No. 224, reports as follows:
Communication No. 224, transmitted by Mayor Stephen K. Yamashiro, dated Mazch 3Q 1999,
requests for confirmation the appointment of Mr. Edwazd Bumatay as Chief of the Hawaii
County Fire Department.
The Fire Department since October 1970 has employed Mr. Bumatay. He served from Mazch
1989 to December 1990 and from July 1993 through December 1998 as Deputy Fire Chief. He
has been Acting Chief since December 31, 1998.
Pursuant to Article VI, Chapter 4, Section 6-4.2, Hawaii County Charter, the fire chief shall be
appointed by the mayor, confirmed by the council and may be removed by the mayor.
Your Committee on Finance recommends confirmation of the appointment of Mr. Edwazd
$umatay as Chief of the Hawaii County Fire Department.
