RESOLUTION NO. 682 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
FUTURE TO PURCHASE STORAGE FACILITIES FOR THE ROOTS SKATE PARK
IN KAPA'AU, NORTH KOHALA.
WHEREAS, Friends of the Future is a 501 (c)(3) nonprofit organization whose mission
is to encourage each person to contribute their deepest values, to create shared visions, and to
continuously improve our communities; and
WHEREAS, Friends of the Future supports the efforts of the Roots Skate Park to
improve the community of North Kohala by providing a recreational environment made for
skateboarding and a gathering place for youth of all ages; and
WHEREAS, outdoor activity includes physical, social, emotional, and intellectual
benefits; and
WHEREAS, Roots Skate Park is requesting funds to purchase storage facilities for its
equipment; and
WHEREAS, the storage facilities will also be used as a meeting facility so that the Roots
Skate Park youth advisory board can be involved in the planning and construction of phase 2 of
the Roots Skate Park; and
WHEREAS, the Department of Liquor Control supports programs that keep our youth
active and away from underage drinking, while in an alcohol- and drug-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Liquor Control to provide a grant to Friends of the Future to purchase storage
facilities and provide for costs associated with the installment of the storage facilities and the
youth advisory board's participation in the planning and construction of phase 2 of the Roots
Skate Park; and
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
