RESOLUTION NO. 690 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO TOASTMASTERS
INTERNATIONAL TO ASSIST THE HILO TOASTMASTERS CLUB #248 WITH
EXPENSES ASSOCIATED WITH ITS PUNA OUTREACH PROJECT.
WHEREAS, Toastmasters International is a 501(c)(3) nonprofit organization that
supports the development of public speaking and leadership skills; and
WHEREAS, the Hilo Toastmasters Club #248 is a subordinate club of Toastmasters
International and is part of the global network of 15,900 clubs in 142 countries; and
WHEREAS, one of the outreach initiatives of the Hilo Toastmasters Club #248 is the
Puna Outreach project, which strives to provide opportunities for personal improvement, such as
developing leadership skills and career growth through public presentations and off-island
competitions; and
WHEREAS, the Hilo Toastmasters Club#248 is seeking financial assistance for
expenses related to the Puna Outreach project, which includes, but is not limited to, a flipchart
presentation easel, presentation pads, and air travel; and
WHEREAS, the Department of Liquor Control develops partnerships with other
providers and community organizations that promote sober fun through drug-free and alcohol-
free events; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to Toastmasters International to assist the
Hilo Toastmasters Club #248 with expenses associated with its Puna Outreach project; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
