RESOLUTION NO. 694 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO CATSNIP HAWAII
FOR EXPENSES ASSOCIATED WITH SPAYING/NEUTERING CATS.
WHEREAS, Catsnip Hawaii is a 501(c)(3) nonprofit organization whose mission is to
control and reduce the overpopulation of owned and feral cats on Hawaii Island; and
WHEREAS, the feral cat population continues to grow despite trap-neuter-release
(TNR) efforts; and
WHEREAS, the feral cat population is jeopardizing native wildlife through the spread of
the Toxoplasma gondii parasite, which can be found in the feces of an infected cat; and
WHEREAS, in the last six years of operation, Catsnip Hawaii has spayed/neutered 1,500
cats without charge to the cat owners or the caregivers of feral cat colonies; and
WHEREAS, cats that are sterilized by Catsnip Hawaii are treated for fleas and intestinal
worms, microchipped for identification and tracking, and ear tipped (feral cats only) for quick
and easy identification of being treated and processed; and
WHEREAS, Catsnip Hawaii is requesting funds for expenses associated with sterilizing
125 to 150 cats; and
WHEREAS, Catsnip Hawaii will be working with volunteer children and adults to
implement the program in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Liquor Control to provide a grant to Catsnip Hawaii for expenses associated
with spaying/neutering cats; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
