Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a multi-year agreement for case management software to be used by the Office of the
Prosecuting Attorney. This agreement will include licensing, maintenance and support
fees over the course of five years.
Please waive this resolution from the Finance Committee and place it on the November 2,
2016 Council agenda in order to expedite this matter. If there are any questions, please
do not hesitate to call Lee Lord of the Office of the Prosecuting Attorney at 934-3315.

A. REQUEST:
To enter into a multi-year agreement for five (5) years (first year with four optional additonal years) with a
Prosecutor Case Management Application the Vendor we would contract with to provide case management
services for our Prosecuting team. We will be paying yearly Licensing Fee, which includes Maintenance and
Support.
We are requesting the waiving of further reading so as to expedite this process as time is an issue for this
project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We would like to request the authorization of payment of funds for more than one fiscal year for the purchase
of License Fees as well as support and maintenance (on the six interfaces) on the electronic case
managements system for the Office of the Prosecutor. Once the system is purchased and in place (with
funds previously encumbered)we will need to pay for License Fees and support and maintenance at the rate
of approximately $20,000 to $25,000 per year depending on the number of new cases opened per year. At
$1.00 per case.
The first year License and Fees will be paid "up front" so the second, third, fourth and fifth year fees will be
paid in future fiscal years. The agreement is for four years starting after the initial year. A total of
approximately $100,000 over four future years. The $1.00 price/cost without increases will be honored
through the end of this initial "addtional four years" contract.

RE: Resolution No. 707-1h : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-
YEAR AGREEMENT FOR CASE MANAGEMENT SOFTWARE.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
