Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for one multi-function color copy machine for the
Department of Public Works. The copier currently being utilized by their Highways
division is over nine years old and obsolete.

A. REQUEST:
RESOLUTION for: (1) Color Multi-Function Copier for Highway Administration Office. To be paid over 5-year
(60-month) period.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Lease agreement will include maintenance fees and toner replacements. This will lower equipment
maintenance costs for older copiers that tend to break down more often as it gets older, and lower the
amount of money spent on copier toners. Especially when they become harder and more expensive to
acquire as machines become outdated.
Copier was originally budgeted for purchase in the Highways Equipment account, however, copier will be
more beneficial as a lease item, and adequate funds are available, in OCE.

Yes, replacement. Current copier is 9 years old and obsolete. Difficult to find toners and parts when needed, leading to
high repair costs.

Is that copier you are doing a B52 for, a replacement or additional? If replacement, what is the reason for the
replacement(usually,the B52 says something like "the copier being replaced is over XX years old and is obsolete",...or
"maintenance agreement is expired and the copier is in need of frequent repairs" or something. If an additional unit, no
need.

RE: Resolution No. 703-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A
LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE

PUBLIC WORKS.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
