Your Committee on Environmental Management, to which was referred Comm. No. 1100,
reports follows:
Communication 1100, transmitted by Mayor William P. Kenoi, dated September 29, 2016,
requests review and favorable recommendation of the nomination of Mr. Richard (Rick) Vidgen
of Council District 7, to the Environmental Management Commission.
Mr. T. Ilihia Gionson, Executive Assistant to Mayor Kenoi,he provided background
information, expressed the Mayors support, and requested Council's favorable action of this
appointment.
Mr. Vidgen is a 33-year resident of Hawai`i and is employed by Clark Realty as a realtor.
Mr. Vidgen is a member of the Kailua-Kona Chamber of Commerce, Kona Hospital Board and
the Board of Hawai`i Island Realtors. He states he is not affiliated with any political party.
Pursuant to Article VI, §6-10.5, Hawai`i County Charter, there shall be an environmental
management commission consisting of nine members who shall be appointed by the Mayor and
confirmed by the Council.
Your Committee on Environmental Management is in accord with the purpose and intent of
Communication No. 1100, and recommends confirmation of the appointment of Mr. Vidgen to
the Hawai`i County Environmental Management Commission.
