AN ORDINANCE NAMING THE SOCCER FIELDS AT HERBERT SHIPMAN PARK
IN KEA'AU, DISTRICT OF PUNA, COUNTY OF HAWAII, AND AMENDING
CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983
(2005 EDITION, AS AMENDED), RELATING TO THE PARKS AND RECREATIONAL
FACILITY SCHEDULE.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The purpose of this ordinance is to name the soccer fields at
Herbert Shipman Park, "Buddy Perry Soccer Field," situated in Kea'au, District of Puna, County
of Hawai`i, State of Hawai`i.
SECTION 2. Background. Born in Honolulu, O`ahu, Justin Masayoshi "Buddy" Perry,
of Kea'au and formerly of Kula, Maui, passed away on December 13, 2015, at the age of 38.
Buddy worked diligently as a Soil Conservationist with the United States Department of
Agriculture, Natural Resources Conservation Service. He volunteered and mentored the youth of
Puna as an American Youth Soccer Organization (AYSO) coach for many years, which led him
to be the Founder of the Na Hoa 0 Puna Soccer Club in 2009. In this capacity, Buddy served as
president, director of coaching, motivator, psychologist, disciplinarian, mentor, nutritionist,
trainer, and other roles as needed. The club quickly grew into one of the largest clubs on the
island, serving over 100 keiki from ages three to nineteen.
In 2009, Buddy Perry was diagnosed with ALS (amyotrophic lateral sclerosis), more
commonly known as Lou Gehrig's disease, a progressive neurodegenerative disease that affects
nerve cells in the brain and spinal cord. Instead of calling it quits, Buddy would be seen at the
Herbert Shipman Park soccer fields at least three days a week and practically every weekend.
He continued to plan drills and lead practices, working tirelessly to create strong teams. He also
insisted that Na Hoa 0 Puna Soccer Club provide off-island travel opportunities in order to
expose players to different levels of competitive soccer.
Buddy's philosophy was that every child who wanted to play competitive soccer should
be able to regardless of financial status. To raise funds for travelling teams and the Na Hoa 0
Puna Buddy Perry Scholarship for graduating seniors, Buddy initiated the Na Hoa Cup
Tournament, which has been held annually at the Herbert Shipman Park since 2011. This
tournament also provides the soccer communities the opportunity to come together to play hard,
build relationships, and recognize the growing talent on Hawai`i Island.
The Herbert Shipman Park soccer fields provide a great outdoor environment for our
keiki, especially in Puna. The Department of Parks and Recreation, Na Hoa 0 Puna Soccer
board, W.H. Shipman, Ltd., and the Shipman `ohana support the naming of the Herbert Shipman
Park soccer fields after Buddy Perry in recognition of his tireless contributions to the Kea'au and
Puna community at large.
SECTION 3. Pursuant to chapter 15, article 8, section 15-67(a)(2)(C), which provides
that an open area shall be named after a person that has "contributed significantly to the
recreational programs in the community in which the open area is located," the Herbert Shipman
Park soccer fields shall be named the "Buddy Perry Soccer Field."
SECTION 4. Chapter 15, article 8, section 15-68.1 of the Hawai`i County Code 1983
(2005 Edition, as amended), is amended by adding a new open area name to the "Puna" section
to be appropriately inserted and to read as follows:
"Herbert Shipman Park
() Buddy Perry Soccer Field"
SECTION 5. New material is underscored. In printing this ordinance, the underscoring
need not be included.
SECTION 6. If any provision of this ordinance or the application thereof to any person
or circumstance is held invalid, such invalidity shall not affect other provisions or applications of
the ordinance, which can be given effect without the invalid provision or application, and to this
end, the provisions of this ordinance are declared to be severable.
SECTION 7. This ordinance shall take effect upon its approval.
