RESOLUTION NO. 706 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KAPONO RED ROAD
TO ASSIST WITH EXPENSES RELATED TO CONDUCTING A WORKSHOP TO
ESTABLISH A COMMUNITY FOOD FOREST.
WHEREAS, Kapono Red Road is a 501(c)(3) nonprofit organization that encourages
community members to join together for the protection and enhancement of the health, heritage,
and safety of their homes, `ohana, and lifestyles; and
WHEREAS, Kapono Red Road is also the community organization that serves as the
sponsor for the "Red Road Scenic Byway"; and
WHEREAS, Kapono Red Road has initiated a project to create a community food forest
that will promote food self-reliance, nutrition, and plant diversity; and
WHEREAS, to establish a community food forest, Kapono Red Road is seeking
financial assistance to purchase materials and supplies, such as printed materials and presentation
boards, necessary to conduct a workshop for community members, area students, and
agricultural organizations and representatives from other interested communities to discuss food
production for sustainability and food security; and
WHEREAS, the Department of Liquor Control develops partnerships with other
providers and community organizations that promote drug-free and alcohol-free events; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to Kapono Red Road to assist with expenses
related to conducting a workshop to establish a community food forest; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
