HomeMy WebLinkAboutRES 705 Draft 01 2014-2016 COUNTY OF HAWAII STATE OF HAWAI I • RESOLUTION NO. 7U5 16 A RESOLUTION REQUESTING THE DEPARTMENT OF PARKS AND RECREATION TO MINIMIZE THE USE OF PLASTIC WATER BOTTLES BY INSTALLING WATER BOTTLE FILLING STATIONS AT COUNTY OF HAWAI'I PARKS AND RECREATION FACILITIES ISLAND WIDE. WHEREAS, the Hawai`i Island Packaging Sustainability Initiative Stakeholders Task Force, hereinafter referred to as HIPSIS Task Force, is comprised of participants from divergent backgrounds and interests as designated in Resolution No. 565-16, Draft 3, adopted unanimously by the Hawai'i County Council on August 20, 2016; and WHEREAS, at its third session held on October 6, 2016, members of the HIPSIS Task Force who attended in person at the Hilo Council Chambers, via Kona videoconference satellite, and via phone, voted unanimously on a solution that addresses recyclability and environmental sustainability concerns, as well as, waste recovery and liter management, which would be to encourage the use of water filling stations at all County of Hawai'i Parks and Recreation facilities; and WHEREAS, according to a presentation through University of Hawai`i at Manoa, approximately 29 billion plastic bottles are disposed of worldwide, and though 17% are recycled, the remaining 24 billion plastic bottles end up in ocean waters, causing detrimental impacts to our marine life; and WHEREAS, these discarded plastic bottles also end up in our landfills, which can pollute surrounding soil and groundwater with toxins and leachate. When trash decomposes, it releases methane and other greenhouse gases that contribute to climate change causing health problems to humans and animals; and WHEREAS, University of Hawa`i at Hilo implemented this concept over a year ago and it has proven to be a highly effective approach to minimizing the use of plastic bottles by encouraging students to drink cool, clean, and safer water, in refillable water containers, such as Hydro Flasks; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby requests the Department of Parks and Recreation to encourage minimizing the use of plastic water bottles by installing water bottle filling stations at County of Hawai`i Parks and Recreation facilities island wide, as recommended unanimously by the Hawai`i Island Packaging Sustainability Initiative Stakeholders Task Force. BE IT FURTHER RESOLVED that Departments of Water Supply and Public Works shall assist Department of Parks and Recreation, as deemed necessary, with the installation of water bottle filling stations at all County Parks and Recreational facilities. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Office of the Mayor, Director of Department of Parks and Recreation, Managing-Chief Engineer of Department of Water Supply, and all members of the Hawai`i Island Packaging Sustainability Initiative Stakeholders Task Force.
