Re: Bill 246; Comm. 1086; (2014-2016 term); PWPRC-52 not adopted) REPORT OF THE COMMITTEE ON PUBLIC WORKS AND PARKS AND RECREATION DATE: October 19, 2016 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 2:15 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Re: Comm. No. 1086/13ill No. 246 Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 246, reports as follows: Bill No. 246, transmitted by Council Member Margaret Wille, via Communication No. 1086 dated September 29, 2016, names the North Kohala Courthouse and amends Chapter 15, Article 8, Section 15-68.1 of the Hawaii County Code 1983 (2005 Edition, as amended), relating to the Parks and Recreation facility schedule. The bill names the former North Kohala Courthouse Building in Kapa` au to "Hale Kealoha `o Kohala," and adds it to the Parks and Recreation facility schedule. Council Member Wille, who spoke in support of Bill No. 246, stated that she did not hold any community meetings. However, she did say she worked with the seniors and the leader of the Kohala senior club, Kealoha Sugiyama. Ms. Wille added that she informed the public via two newspaper articles, one published in January and the other in September of 2016. Council Members Eoff and Ilagan were concerned to know if the Parks and Recreation Department was informed of the proposed name change. Ms. Wille stated that she did speak with them and was advised by the department to include a region or place in the final name, as to comply with Chapter 15, Article 8 of the Hawaii County Code, that relates to the naming of facilities. Finally, Ms. Eoff added that the opposition by the testifiers troubled her. Council Member David asked if County Executive on Aging, Kimo Alameda was notified of the proposed name change, to which Ms. Wille replied "no." Several Council Members had many of the same concerns and mainly wanted to see that the community is "pono" with the name change. Council Member Onishi suggested that she meet with the community before the next Council meeting.
