These will be submitted and included in a new resolution which will amend the current Rules. Should you have any additional changes to be made, please prepare and provide your written amendments to be reviewed and discussed at the next Council meeting scheduled for January 22, 1997. Thereafter, the new resolution will be prepared and presented for the Council's consideration at the next regularly scheduled Council meeting. Thank you for your attention in this matter. Att. I?elte C~ 2 1 ' PROPOSED CHANGES COUNCIL RULES OF PRJCEDURE Page 1 - (1) insert - in the County Councilroom Page 4 - (1) insert - until a temporary chair can be selected; delete - and; add - The Chair; add In the absence of the chairperson and vice chairperson, the council shall elect from among its members a temporary presiding officer. RULES OF PROCEDURE OF THE COUNCIL OF THE COUNTY 7F HAWAII Rule 1 COUNCIL MEETINGS 1. The council shall hold regular meetings for the transaction of business in the County Councilroom on the first and third Wednesday of each month or on the following day if such Wednesday be a public holiday. 2. Special meetings may be called at any time by the council chairperson or a majority of the council in accordance with the provision of Section 13-20(c) of the County Charter. 3. The council chairperson shall be authorized to schedule or reschedule the time, date and/or subject matter of its regular or special meetings and to publish public notice upon the giving of siz (6) days notice to the public and councilmembers. The chairperson shall promptly notify all councilmembers and the county clerk by written memorandum as to the scheduling or rescheduling of regular or special meetings. Rule 4 OFFICERS AND THEIR DUTIES 1. Presiding Officer. The chairperson of the council shall be the presiding officer of the council. In the absence of the chairperson, the vice-chairperson shall preside. In the absence of the vice-chairperson, the chairperson of the Committee on Finance shall preside until a temporarv chair can be selected [and] The Chair shall have the right to vote as other members; however, when the chairperson is temporarily unable to perform his/her duties, the vice-chairperson shall have all the powers and be subject to all the duties of such chairperson. In the absence of the chairperson and vice chairperson the council shall elect from among its members a temporary presiding officer It shall be the duty of the chairperson: (a) To open the meeting of the council at the appointed hour by taking the chair and calling the meeting to order. (b) To announce the business before the council in the order prescribed by the rules. (c) To authenticate by his/her signature all acts of and doings by the council when necessary. - 4 -
