Commitment: Peak Creations is committed to the use of recycled (100% post-
consumer) glass in all products it manufactures.
Recycled Product Description: Decorative architectural tiles and slab glass,
pavers, soap dishes and paperweights at present
Scope: This company has developed unique glass processes. After
collecting container glass from local sources, it is crushed,
melted and poured into molds. The result of this process is a
hand made characteristics that bestow a clarity and brilliance
found in no other recycled glass product. A small quantity of
glass products are being produced at this time (9/97). The next
step is the assemble of a large glass remanufacturing plant that
will be capable of consuming at least one ton per day of
recycled glass.
Note: Peak Creations is exploring the use of molded recycled paper
to use as a packing material for shipping glass products.
Plans to recycled automobile and aircraft oil to be used as a
fuel to power furnaces. The parent company, Aries Graphics &
Press, in operation since 1985, uses recycled paper for printing
projects whenever possible. Aries Graphics recycles its waste
paper by collecting and making it available to organizations
such as the YMCA and community schools. The aluminum
printing plates used by Aries Graphics are sold as scrap
aluminum.

Results: Diversion of 5-10% of waste glass that is going into the
landfills.
Benefits: Raw material cost savings, permanent job creation, positive
image in the community and increased public awareness
about recycling.
Challenges: Securing startup capital. Obtaining a suitable site for
operations. Finding employees with the right skills and work
habits. Overcoming the adverse business climate in Hawaii,
i.e., high costs of land, labor, utilities, shipping and limited local
market.

Current municipal solid waste management fails to take advantage of the economic value
achievable through remanufacture and marketing of products created from waste materials.
When municipal solid waste systems attempt to salvage materials the value of these materials
are reduced by collection, processing and shipping. This short-sighted practice persists because
of the lack of an innovative system that would realize the value-added potential of municipal
solid waste.
This project will determine the feasibility of a recycling and reuse system designed to meet the
needs of rural communities. This system treats all municipal solid waste as a recyclable and
reusable resource with both actual and potential values. This system combines aspects of several
types of existing facilities and programs with additional components to achieve an overall effect
that is both innovative and effective. Unlike current material management systems, this approach
provides consumers who produce recyclable and reusable materials control over collection,
processing, remanufacturing, marketing and distribution of value-added to discarded materials.

Results of the successful implementation of this system would be an increase in waste diversion
rates, reduced long-term costs to taxpayers, lessen negative environmental impacts, increase
resource conservation and foster economic development. Phase I research will demonstrate the
economic, logistical, environmental, legal, and political feasibility of this proposed system.
The successful evaluation of this system will provide the foundation for designing afull-scale
working operation. Commercial applications of this system would include marketing of this
system to other rural communities along with technical assistance and training in its
implementations.

THE PROPOSED SOLUTION
This project addresses the feasibility of avalue-added recycling and reuse system designed to meet
the unique needs of rural communities. The system treats all municipal solid waste as a recyclable
and reusable resource with both actual and potential values. This system combines aspects of
several types of existing facilities and programs with additional components to achieve an overall
effect that is both innovative and effective. Unlike current materials management systems, the
proposed system gives the consumers who produce recyclable and reusable materials control over
collection, processing, remanufacturing, marketing, and distribution of value added to discarded
materials.
The process of manufacturing and selling products from virgin or raw materials in a capitalist
system depends upon value being added at every step of the process. Metal ore has a certain value
to the company that mines it. Extraction of the metal from the ore increases the value of the metal.
Manufacturing a product from the metal further increases the value of the metal. Ultimately, the
price paid by a consumer for the product is considerably higher than the value of an equivalent
amount of metal locked in ore.
In other words, the raw ore embodies all the products that potentially can be manufactured from
the metal in the ore. The purpose of industrial, wholesale, and retail processes is to manifest the
full potential value of the raw ore.
The proposed (value-added rural recycling) system reverses the current practice of allowing [he
values of discarded materials to become zero or negative. Features of this system include:
- Collection of discarded materials in such a way as to preserve maximum potential value
of component materials.
- Retention of control over the materials by the consumers who discazd them, through a
community cooperative, whose membership includes both residents and businesses.
Cooperatives are familiar entities in many rural azeas.
- Collection and transport of all discarded materials to a Recycling And Reuse Enterprise
(RARE) Parks for processing, remanufacturing, and/or resale.
- Distribution of value added by processing and remanufacturing activities to members of
the cooperative.
Figure 1 (page 4) provides a graphic representation of the proposed system. It is a simple input-
output model. Recyclable and reusable discards constitute the input. Reusables, processed
recyclables, and new products manufactured from recycled materials constitute the output. In the
center of the model is the mechanism for converting input to output in the RARE Pazk
The RARE Pazk~ is conveniently located to serve recycling and reuse businesses, resource collection
(transfer) stations, recycling centers, and the public. Activities at the RARE Park include:
- Receipt of all discarded materials.
- Refurbishing and sale of reusables.

- Sorting and processing of recyclables for shipment to off-island markets or sale [o
remanufacturers located in the RARE Park®.
- Identification and development of local markets for recyclables and products made from
recyclables.
- Identification and development of new products, suitable for local markets, that can be made
with local recyclables.
- Provision of cooperative services, such as equipment rental and repair, sale of supplies, and
lease or rental of space to members.
- Public education.
As the name implies, the RARE Park provides apark-like setting for its activities. It is neat, clean,
and virtually odor-free. Internal roads, pazking areas, and aprons are paved. Landscaping features
green grass and tropical foliage in unpaved areas. Picnic shelters are provided for visiting groups.
Special exhibits and activities, such as a fazmers mazket, occur regulazly to entice the public to
visit and participate. One regular featured activity is creation of sculptures and other works of art
from discarded materials. These are displayed for a while and then sold, to be replaced by new
creations.
Recycling and reuse businesses are recruited to the RARE Park® to collect and process specific
materials and to sell their products. Each RARE Park® has a reuse facility modeled after
Recycletown, Urban Ore, and The Loading Dock. A materials exchange program is also based at
the RARE Park, thus integrating the virtual exchange facility with a physical reuse facility.
The RARE Park® also serves as a small business incubator by furnishing reasonably priced space,
specification materials, technical assistance, access to experienced mentors, and encouragement to
existing and start-up businesses. This enables entrepreneurs to get started or to expand with small
amounts of capital. It also encourages testing of innovative ideas on a small scale. The small
business incubator function is a key to successfully reclassifying many materials from waste to
recyclable or reusable discards.
The RARE Park® itself will be an educational center, set up to facilitate visits by school classes,
other groups, and individuals. Exhibits and safe azeas for viewing vazious processing operations
are provided. Some of the on-site facilities are constructed of reusables and products made from
recyclables in order to demonstrate the creative and practical potential of these materials. In addition
to promoting recycling and reuse, an important part of the educational program is advocacy for use
of environmentally friendly products.
