(OHCD) is transmitting the Environmental Site Assessment and
Photos for Phase I for the Kilauea Hotel. We, also have the
appraisal for the property. The property was appraised at
$300,000. The U.S. Attorney General's Office is willing to sell
the property for $100,000 to recover their cost during the drug
forfeiture.

EXECUTIVE SUMMARY
R.M. Towill Corporation (RMTC) has performed a Phase 1 Environmental Site Assessment
for the United States Marshals Service (LTSMS), of a commercial property, located on Taz
Map Key Parcel X 3-2-3-10:06 at 150-168 Kilauea Avenue, in Hilo, in the District of South
Hilo, on the island of Hawaii.
The parcel covers 24,631 square feet (0.56 acre) and is owned by Isamu and Setsuko Uemura,
according to the most recently available property deed records. The parcel is presently
occupied by a subdivided building which previously was occupied by a tavern and offices, a
small residential hotel, a small building used as a kitchen, and a metal shed-roofed carport.
This assessment was conducted to determine whether conditions or situations at the site might
result in present real or potential hazards, or environmental liabilities as dictated by federal,
state, and local statutes and regulations. Specific areas investigated included: historical uses of
the subject property; signs of gross surface contamination; hazardous materials and wastes; and
the presence of equipment containing polychlorinated biphenyls (PCBs), underground storage
tanks (USTs), and asbesws~ontaining materials (AGMs).
Fire insurance maps show that the property and adjacent parcels were developed prior to 1914.
A 1949 aerial photograph shows the present structures on the property.
Tax records indicate the parcel dimensions have remained unchanged since at least 1939. A
1921 fire insurance map indicates the parcel as it exists today, while a 1914 fire insurance map
indicates the parcel as two separate parcels, one vacant and one occupied by a residence. The
property is located mauka from Kilauea Avenue, in downtown Hilo, in the District of South
Hilo, on the island of Hawaii. The property is located in a primarily commercial area.
A review of the environmental regulatory databases indicated the following:
• No U.S. EPA or state Superfund sites are within a one mile radius of the property;
• No CERCLIS site is located within a one mile radius of the property;
• No RCRA treatment, storage, and disposal facility is located within a one mile radius
of the property;
• No RCRA generators are located on the property or on adjacent properties;
• No underground storage tanks were located on the property, or on adjacent properties;
• Eight leaking underground storage tanks are located within ahalf-mile radius of the
property;

• No active landfills are located within ahalf--mile radius of the property; and
• No spills or incidents conr?xttd with the property are entered on the ERNS database.
A site reconnaissance at the property, performed April 1, 1998, revealed the presence of
hazardous materials storage, consisting of motor vehicle maintenance materials, in the carport
' on the property. No evidence of improper handling or storage was observed. Suspected
asbestos-containing materials were observed in the buildings on the property. The age of the
buildings indicate the probable presence of lead-containing paint. No other conditions were
observed which might be considered environmentally significant at the property.
Based on the available information reviewed, RMTC concludes that the property has no
significant environmental concrrns, and recommends no further environmental evaluation at
this time.

1.0 INTRODUCTION
R.M. Towill Corporation (RMTC) has been retained by the United States Marshals Service
(USMS) to perform aPhase I -Environmental Site Assessment (ESA) for a commercial
property, located on Taz Map Key (TbIIC) Parcrl ar 3-2-3-10:06 at 150-168 Kilauea Avenue,
in downtown Hilo in the District of South Hilo on the island of Hawaii. Throughout this ESA
this parcel of interest will be referred W as tlu property.
2.0 PURPOSE AND SCOPE OF WORK
The purpose of this ESA was to investigate past and pn,.sent land uses of the property and
surrounding areas to determine if the potential for hazardous materials contamination exists.
This ESA includes a site and vicinity walk-through, a database search, an aerial photograph
review, and a limited hydrogeological review.
This assessment was performed in accordance with American Society for Testing and Materials
(ASTM) Standard: E 1527-94, "Standard Practice for Environmental Site Assessments: Phase
I Environmental Site Assessment Process'. The ASTM Standard defines customary practice
for conducting environmental site assessments of a parcel of commercial real estate with
respect to contaminants within the scope of the Comprehensive Environmental Response
Compensation and Liability Act (CERCLA) and to petroleum products.
RMTC performed the following tasks:
• Reviewed available documents including maps and aerial photographs to assess past
land use at the Property;
• Conducted a database review and contacted local and State agencies to determine the
regulatory history associated with the Property;
• Conducted site reconnaissance to assess present site conditions;
• Conducted interviews with personnel having knowledge of potential environmental
hazards in the area;
• Reviewed site geology and hydrogeology; and
• Prepared Phase I Environmental Site Assessment Report which documents RMTC's
findings.
This assessment is based on information that has been provided to RMTC by applicable
agencies and individuals. Conclusions and recommendations are drawn from the cumulative
findings of the aforementioned sections.

3.0 SITE DFSCRD'TTON
3.1 CURRIIVT SITE LAYOUT
The property consists of a single parcel, TMK 3-2-3-10:06 (Figures 1 and 2) located at 150-
168 Kilauea Avenue, in downtown Hilo, on the island of Hawaii. The total area of the
property is 24,631 square foet (0.56 acre). The property is located in an area of commercial
land usage.
3.2 SITE PHYSIOGRAPHY
According to the U.S. Geological Survey topographic map of the area (Hilo Quadrangle), the
property is located at approximately 19° 43' 30.7" N latitude and 155° 5' 19.0" W longitude.
The property is located in the South Hilo District of Hawaii County, approximately S00 feet
northeast of Alenaio Stream, and approximately 1,000 fcet southwest of the shoreline of Hilo
Harbor. The elevation of the property is approximately 15 feet above mean sea level (amsl).
A review of the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map
(Community Panel Number 155166 0880 C, revised September 16, 1988) indicates that the
Property falls within Zone AE, defined as special flood hazard areas inundated by a 100-year
flood, with base elevations determined. Part of the property, along the Kilauea Avenue
frontage, is located within the floodway area for Alenaio Stream.
3.3 GEOLOGIC AND HYDROGEOLOGIC SETTING
3.3.1 Geology
The property is located in Hilo, near the shoreline of Hilo Bay, on the island of Hawaii, on
land classified by the U.S. Department of Agriculture Soil Conservation Service as Hilo silty
clay loam (HoC) described as well-0rained soils formed in a series of volcanic ash layers. In
representative profile, the surface layer is dark brown, silty clay loam about twelve inches
thick, over at least 48 inches of dark reddish-brown, very dark grayish-brown, and dark
brown silty clay loam strata, with an underlying substratum of pahoehce lava bedrock.
Previous excavation in the downtown Hilo area has encountered bedrock at approximately 9
feet below ground surface (bgs).
3.3.2 Groundwater
The property is situated mauka of the underground injection control (LJIC) line, according to
the Hawaii Department of Health Underground Injection Program Map, dated July 6, 1984.
The nearest drin3ang water supply well is located approximately 1.1 miles west, and
upgradient, of the property. Groundwater is encountered nearly at sea level in the downtown
Hilo area (approximately 15 feet bgs at the property).

On April 1, 1998, Larry Baczeslo of RMTC performed a siu visit and ndghborhood
reconnaissance. The RM'TC siu assessor met with Mr. Bralt Nalui, of USMS, who was leading a
team to evict squatters and secure the property, in preparation for the propert}~a sale.
The property consists of a single, approximately one-half acre parcel (Figures 1 and 2). Bounded
by Kilauea Avenue on the northeast, commercial properties on the southeast and northwest, and a
park and parking lot on the southwest, the property is located about two blocks inland from the
shoreline of Hilo Harbor. The property is situated in a commercial land use area.
The two principal struchues on the property are a subdivided, one-story concrete building,
previously devoted to commercial uses aad a one-story wooden structure previously used as a
residential hotel. A small metal carport is located in front of the hotel and to the side of the
commercial building. A small one-room building behind the hotel was apparently used as a
kitchen. The ruins of a wooden structure were visible in the vegetation to the rear of the kitchen
building. The remainder of the property is paved with concrete walkways or is unpaved and
overgrown with vegetation.
A wallcthrough of the property revealed no hazardous material storage, with the exception of
vehicle maintenance supplies stored in the metal carport. Suspect asbestos-containing materials
such as roofing, Boor tile, wallboard, plaster, and stucco were observed in the main buildings.
Most building surfaces were painted, and could be expected to contain lead, based on the age of
the buildings. Lead and asbestos sampling are not part of the site assessment protocol, but are
recommended if the buildings are renovated or demolished. No fuel storage tanks were observed
on the subject property. A trio of electrical transformers were observed on a utility pole located
on the sidewalk fronting the commercial building; no markings on the transformers or evidence of
spillage were observed. Thomas Goya of Hawaii Electric Light Company (F~LCO) informed the
siu assessor that all transformers in their system have either been retrofitted to non-PCB status or
replaced.
An inspection of the perimeter surrounding the property indicates an area of mainly commercial
use. Properties on either side of the property on Kilauea Avenue are presently used for retail
purposes. The property directly across Kilauea Avenue was vacant and bore the foundation of
what appeared to be a gasoline station. The properties mauka of the subject property are
presently used as a park and as a parking lot for the Hawau Tribune-Herald, which is located next
to the parking lot. The neighboring properties surrounding the property did not visually reveal
any potential environmental conditions that could impact the property.

S.0 PAST SITE CONDITIONS
RMTC reviewed property title records, the property entry in the Ezperian Realty Directory,
EDR Sanborn fire insurance maps, and aerial photographs from the RMTC Photogrammetry
Department W obtain information regarding the history of land use at the property.
S.1 PROPERTY RECORDS
Property title records indicate that in 1940, the property was transferred from the A.S.
Carvalho Trust to a partnership consisting of James O. Reinhardt and 12 other individuals, and
was described as the 'Reinhardt Homestead Property.' Over the years, the partnership
membership changed, with ai least one member of the Reinhardt family listed as part-0wner.
Isamu and Setsuko Uemura were the most recent partners, with 8/9ths ownership since 1983.
5.2 REALTY DIRECTORY
RMTC reviewed the Experian Realty Directory, 31th Edition, for relevant data on the
property. The Directory listed the property as Parcel X 3-2-3-10:06, owned by Isamu and
Setsuko Uemura, et al, and consisting of 24,631 square feet. The Directory indicated the
property was zoned for general commercial use. The hotel building was listed as built in
1946, while the retail structure was listed as built in 1923.
5.3 FIRE INSURANCE MAPS
Fire insurance maps were obtained from EDR Sanborn, Inc. and evaluated for the years 1914,
1921, 1957, 1974, 1978, 1987, and 1991.
In the 1914 map, the subject property appeared as two parcels, one the location of the present
retail structure was occupied by a residence, while the other parcel was vacant. Parcels
immediately adjacent to the property on either side of Kilauea Avenue (then Volcano Road)
were occupied by residences, while further in either direction commercial uses prevailed. The
parcel immediately behind the property, which is currently the site of a parking lot, was then
occupied by a church, school, and residence. The present location of Lincoln Park is labeled
as a park. Mamo Street does not continue mauka of Kilauea Avenue.
In the 1921 map, a building with an imprint similar to the present hotel is visible and labeled
as the "Japanese Hospital." Several small buildings are located at the rear of the property, and
a small garage or carport is in front of the hospital. The parcels southeast of the property are
vacant.

In the 1957 map, the retail structure is depicted in its present configuration. The Japanese
Hospital is now labeled 'Hawaii Hotel' with the same outbuildings as in the 1921 map. A
auto storage structure is depicted where the present carport is lorrted. Stores are located on
both sides of the subject property on Kilauea Avenue. Memo Street has been erctended mauka
one block to Kinoole and the Hilo Tribune Herald building is depicted at its present location.
The neighborhood is predominantly commercial.
In the 1974 and later maps, the current layout of structures on the subject property and
neighboring parcels is as presently observable.
5.4 AERIAL PHOTOGRAPHS
Aerial photographs obtained from the RMTC Photogrammetry Department for the property
from the years 1949, 1977, 1988, and 1992.
In the 1949 photograph, the property appeared in its present configuration. The church
structures are visible to the rear, and the Hilo Tribune Herald building is under construction.
A building directly across Kilauea Avenue appears W be a gasoline station. The neighborhood
appears mainly commercial.
In the 1977 photograph, locations previously occupied by the church structures and gasoline
station appear vacant. The demolition of the gasoline station before UST regulations were
enacted in the 1980s would indicate that no record of this facility would be found in regulatory
files.
Tn the 1988 and 1992 photographs, a structure occupying at least several hundred square feet is
visible behind the small shed currently located behind the hotel. All other structures are as
presently observable.
6.0 DATABASE REVIEW
A review was performed of the environmental regulatory databases (all updated within 90 days
of search, or at most recent update available) required by ASTM methodology at the respective
search distances specified by the methodology.
The review of the regulatory databases indicated the following:
• No U.S. EPA or state Superfund sites were within a 1.0 mile radius of the property;
• No CERCLIS site was located within a 0.5 mile radius of the property;
• No RCRA treatment, storage, and disposal facility was located within a 1.0 mile radius
of the property;

• No RCRA generators were located on the property or adjacent properties;
No underground storage tanks were located on the property or adjacent properties;

No spills or incidents connected with the property were entered on the ERNS database.
7.0 FINDINGS AND RECO1vII~iDATIONS
RMTC has performed a Phase I Environmental Siu Assessment in conformance with the scope
and limitations of ASTM Standard E 1527-94 for the property identified as TMK # 3-2-3-10:06.
This assessment has revealed no evidence of recognized environmental conditions in connection
with the property. The assessment included a siu reconnaissance to observe existing conditions,
and a review of available local, state, and federal records.
Hazardous materials, consisting mainly of vehicle maintenance supplies, were observed in a
carport on the property. Suspect asbestos-containing materials and painted surfaces were also
observed, which should be assessed if the structures on the property are to be renovated or
demolished.
A search of government databases revealed the Presence of eight leaking underground storage
tanks (LUSTS) located within 0.5 miles of the property. A review of files at the Hawaii
Department of Health found that all of the LUSTS are either remediated or present no threat to
the subject property due to topographic orientation of the LUSTS and the property.
The remains of a gasoline station across Kilauea Avenue from the property were observed
during the siu visit and aerial photographic interpretation that the facility was demolished prior
to 1977; no record of the facility was found in regulatory files. The location of the facility
makai of the property would indicau that any soil or groundwater contamination associated
with the gasoline station would migrate away from the subject property.
No other environmental conditions were observed at the property or during the neighborhood
survey.
No further environmental investigation is recommended at this time.

The conclusions presented in this report are professional opinions based solely upon visual
observations of the sites and ttmir respective vicinities, and our interpretation of the available
historical information and documents reviewed. They are intended exclusively for the purpose
outlined herein and at the site location and project indicated. The scope of servicev performed
in execution of this investigation may not be appropriate to satisfy the needs of other users,
and any use or re-use of this docluaent or the findings, conclusions, or recommendations
presented herein is at the sole risk of said user.
