RESOLUTION NO. 712 16
A RESOLUTION REQUESTING A ONE-YEAR EXTENSION FOR THE HAWAII
ISLAND PACKAGING SUSTAINABILITY INITIATIVE STAKEHOLDERS TASK
FORCE.
WHEREAS, the Hawaii Island Packaging Sustainability Initiative Stakeholders Task
Force, hereinafter referred to as HIPSIS Task Force, is comprised of participants from divergent
backgrounds and interests as designated in Resolution No. 565-16, Draft 3, adopted unanimously
by the Hawai'i County Council on August 17, 2016; and
WHEREAS, Resolution 565-16, Draft 3, provides in part: "this task force will be
dissolved on December 2, 2016, unless prior to that date the Council approves by way of
resolution a one-year extension; and
WHEREAS, at its third session held on October 6, 2016, the majority members of the
HIPSIS Task Force who attended in person at the Hilo Council Chambers, via Kona
videoconference satellite, and via phone, voted to extend the life of the HIPSIS Task Force for
one-year; and
WHEREAS, this stakeholder task force shall continue to identify solutions that will
reduce the amount of product and packaging waste that enters our ocean, which is detrimental to
marine life; and
WHEREAS, this stakeholder task force shall continue to identify solutions addressing
recyclability and environmental sustainability concerns; and
WHEREAS, this stakeholder task force shall continue to identify safety performance
measures of retailers' and producers' products and packaging; and
WHEREAS, this stakeholder task force shall continue to identify strategies to increase
economic opportunity and business development; and
WHEREAS, this stakeholder task force shall continue to identify superior production
and labeling methods and techniques with the goal of reducing depletion of viable resources; and
WHEREAS, this stakeholder task force shall continue to address concerns and identify
solutions to waste recovery and litter management; and
WHEREAS, Section 92-2.5, subsection (a) of the Hawaii Revised Statutes provides that
two council members may discuss between themselves matters relating to official board business
to enable them to perform their duties faithfully, as long as no commitment to vote is made or
sought and the two members do not constitute a quorum of their board; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby extends the life of the Hawaii Island Packaging Sustainability Initiative Stakeholders
Task Force for a one-year extension, as a continuous effort to take incremental steps toward
achieving zero waste.
BE IT FURTHER RESOLVED that Council Members Daniel K. Paleka, Jr. and
Margaret Wille shall each appoint one council member to continue the role established in
Resolution 565-16, Draft 3.
BE IT FURTHER RESOLVED that this task force will be comprised of the County of
Hawai'i Environmental Management Director, Department of Research and Development

Director, respective representation from Hawaii State Department of Health, Hawaii Wildlife
Fund, Surfrider Foundation Hilo Chapter, Sustainable Island Products, and Recycle Hawai'i.
BE IT FURTHER RESOLVED that the Departments of Environmental Management
and Research and Development, and their respective staff, shall work collaboratively to organize,
regulate, and manage the actions of the HIPSIS Task Force.
BE IT FURTHER RESOLVED that this task force meet at least once every three weeks
and shall submit quarterly reports to the Council that provide all findings and recommendations
of the task force, including all alternatives for specific measures to address the appropriate
recommendations in the County of Hawaii Integrated Resources and Solid Waste Management
Plan.
BE IT FURTHER RESOLVED that this task force will be dissolved a year from the
date this resolution is adopted by the Council.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable William P. Kenoi, Mayor, County of Hawaii; Bobby Jean Leithead-
Todd, Director of Environmental Management; Linda Peters, Department of Environmental
Management Solid Waste Division Recycling Coordinator; John DeFries, Director of Research
and Development; Ellen Cunningham, Department of Research and Development Economic
Development Specialist; Dr. Virginia "Ginny" Pressler, MD, MBA, FACS, Director of Hawaii
State Department of Health; Wendy Okazaki, Hawaii State Department of Health Solid Waste
Division Recycling Coordinator; Megan Lamson, Vice President of Hawaii Wildlife Fund;
Jonathan Wong, Surfrider Foundation Hilo Chapter Representative; John Elkjer, Sustainable

Island Products; Elizabeth Elkjer, Sustainable Island Products Marketing Director; and Paul
Buklarewicz, Recycle Hawai'i Executive Director.
