Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget by re-appropriating
lapsed fuel tax funds from prior fiscal years. These funds will be appropriated as
indicated in Exhibit"A" of the proposed ordinance. The sources of the lapsed funds are
as follows:

The Department of Public Works is requesting that this resolution be waived from the
Finance Committee and be placed on the November 16, 2016 Council agenda. If there

A. REQUEST:
Request an ordinance to amend the Capital Projects Budget Ord 16-73 to establish the program
appropriations of lapsed Fuel Tax Increase funds as shown on Exhibit A (attached to the ordinance).
FUEL TAX PROGRAM — REAPPROPRIATION OF LAPSED FUEL TAX 2010-12 $804,511.87
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
At June 30, 2016, Ord 14-39 remaining appropriations have lapsed. Lapsed funds require reappropriation
for Department of Public Works to be able to expend on roadway and bridge projects. The funds are
presently in the following account of the Capital Projects Fund:

RE: Bill No. 261 : AN ORDINANCE AMENDING ORDINANCE NO. 16-73, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2016 TO JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
