Re: Operating Budget
Enclosed is a bill for an ordinance appropriating the excess fuel tax revenues collected
from 2014-2016. Actual revenues collected exceeded the $6,500,000 of projected
revenues established in Ordinance 15-23 by $216,622.20. The excess revenues are being
distributed using the same procedures and percentages established by Ordinance 15-23.
The TEA-21 projects, listed on Exhibit A of the bill, are being included to account for
late billings from the State of Hawaii and unanticipated supplemental or change order
work not included in the original scope of work or services for the project.
The Department of Public Works is requesting that this resolution be waived from the
Finance Committee and be placed on the November 16, 2016 Council agenda. If there
are any questions, please do not hesitate to call Brandon Gonzalez, Deputy Director of
the Department of Public Works at 961-8324.

Appropriate excess fuel tax revenues collected from 2014-2016 as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Actual revenues collected exceeded the $6,500,000 of projected revenues established by Ordinance 15-23
by$216,622.20. This ordinance will distribute excess revenues using the same procedures and percentages
established by Ordinance 15-23.
The listed TEA-21 Projects are being included to account for late billing from the State of Hawaii and
unanticipated supplemental or change order work not included in the original scope of work or services for
the project. Because the TEA-21 program is project specific, several projects are listed to ensure that all of
the appropriated funds are expended.

RE: Bill No. 262 : AN ORDINANCE AMENDING ORDINANCE NO. 16-73, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2016 TO JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
