Re: Capital Budget
Enclosed is a bill for an ordinance appropriating the fifth increment of the fuel tax
revenues established by Resolution No. 504-08. Projected revenues are being allocated
utilizing the same distribution method as prior increments (based on each district's
percent of miles of local streets, for all roads maintained by the County).
Below is the breakdown of the programs:

Roadway Projects (Engineering) $2,000,000
Bridge Inspection, Repair& Replacement 1,400,000
Program (Engineering)
Local Road Improvements (Highways) 3,400,000
$6,800,000
The specific projects are listed on Exhibit A of the bill. Additionally, Exhibit B, which
provides 2016 mileage and distribution data is enclosed as a communication for
reference.

A. REQUEST:
An ordinance amending Ordinance 16-73, the 2016-17 Capital Budget, for the allocation of the fifth
increment of fuel tax revenues established by Resolution 504-08. See attached Exhibit A, "Fuel Tax
Program Revenue Appropriation Increment 5 (2016-2018).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The distribution method used for Local Road Improvements is based on county road mileage, as shown on
Exhibit B
Estimated fuel tax revenues for 2016-2018 are $6.8 million

RE: Bill No. 264 : AN ORDINANCE AMENDING ORDINANCE NO. 16-73, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2016 TO JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
