RESOLUTION NO. 722 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MOUNTAIN
VIEW ELEMENTARY SCHOOL PTSA TO PURCHASE TWO AIR CONDITIONING
UNITS FOR THE SCHOOL'S CLASSROOMS.
WHEREAS, the Mountain View Elementary School PTSA (Parent Teacher Student
Association), which falls under PTA Hawaii Congress (also known as Hawai`i State PTSA), is a
501(c)(3) nonprofit organization whose mission is to provide a safe and nurturing environment
for the students where they can learn ho'ihi (respect), kuleana (responsibility), laulima
(cooperation), and ha aheo (pride); and
WHEREAS, on May 5, 2016, Governor David Y. Ige signed Act 47 into law
appropriating $100 million to fund equipment and installation costs for air conditioning and
other cooling measures at public schools, with priority given to those on the Heat Abatement
Priority List; and
WHEREAS, Mountain View Elementary is not on the Heat Abatement Priority List,
therefore, the Mountain View Elementary School PTSA is seeking funding assistance to
purchase two air conditioning units for the school's classrooms; and
WHEREAS, the Department of Liquor Control supports schools that promote the health,
safety. and welfare of its students in a drug-free and alcohol-free learning environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to the Mountain View Elementary School
PTSA to purchase two air conditioning units for the school's classrooms; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
