Your Committee on Public Works and Parks and Recreation,to which was referred
Resolution No. 705-16, reports as follows:
Resolution No. 705-16,transmitted by Council Member Daniel K. Paleka, Jr., via Communication
No. 1140 dated October 14, 2016, requests the Department of Parks and Recreation to minimize the
use of plastic water bottles by installing water bottle filling stations at County of Hawai`i Parks and
Recreation facilities island wide.
The resolution requests the departments of Water Supply and Public Works to assist as necessary
with the installation of the water bottle filling stations.
Council Member Paleka,who spoke in support of Resolution No. 705-16, stated that this was a
recommendation that was supported by the Hawai`i Island Packaging Sustainability Initiative
Stakeholders Task Force and is limited to Parks and Recreation facilities. He added that the
resolution does not have any funding attached to it.
Council Member Wille informed the Council that this resolution is "watered down" from what was
originally recommended by the task force. She noted that it was recommended that this be done in
all departments rather than just starting with Parks and Recreation facilities.
Several Council Members expressed their support and shared their input and concerns. Council
Member Onishi warned the Council that Contingency Relief funds may not be available in the future
administration.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent
of Resolution No. 705-16, and recommends its adoption.
