No. 707-16 PLACE: Council Chambers Hilo, Hawai`i TIME: 4:10 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Governmental Relations and Economic Development, to which was referred Resolution No. 707-16, reports as follows: Resolution No. 707-16, transmitted by Council Member Margaret Wille, via Communication No. 1144, dated October 13, 2016, urges the 2017 Hawai`i State Legislature to prevent animal cruelty by prohibiting the unsafe tethering of dogs. There were about 8 people who testified at the meeting - all were in support of this resolution. Ms. Wille expressed her thoughts regarding this resolution. She said it is taking a small step and would help police and animal control. She explained that the resolution would prohibit restraints that are shorter than three times the length of the dog and expressed her desire to have the resolution go to the state legislature. Ms. Eoff asked Ms. Wille if she would need to find someone from the state legislature to propose a bill. Ms. Wille responded that she will be meeting with a legislator next week in hopes to raise consciousness, but she isn't sure if that person would propose a bill. Mr. Chung questioned how Ms. Wille came up with the length of restraints. Ms. Wille responded that the suggested minimum is three to five times the length of the dog.
