UB•J RI, POLICE CHIEF N SUBJECT : LOWEST LAW ENFORCEMENT PRIORITY OF CANNABIS STATISTICS FOR DECEMBER 1, 2016 REPORTING In compliance with the semi-annual reporting requirement of Chapter 14, Article 16, Section 14-102 (2) of the Hawaii County Code, the following island-wide statistics have been compiled for the period beginning May 1, 2016 through October 31, 2016. A total of 133 persons were arrested for marijuana offenses under Hawaii State Law. These include the offenses ranging from commercial promotion of marijuana in the first degree to promoting a detrimental drug in the third degree. Collectively, the arrestees account for a total of 181 cases. 1 citation for penal summons appearance was also issued during the same time period. In addition, a total of $31,298.00 in cash and one vehicle were seized for forfeiture. These figures do not make any distinction between: • Marijuana arrests that were incidental to, or resulted from other criminal investigations; • Arrests stemming from distribution of marijuana; • Bench Warrants, Grand Jury Indictments, Information Charging or Penal Summons arrests that were the result of investigations initiated prior to the effective date of the ordinance; • Arrest for marijuana offenses that had occurred on public property. Attached is a list of arrestees that have been identified only by age, race, specific charge and the severity level of the offense. This report does not include any arrests of, or citations issued to anyone under the age of 21. The State Narcotics Enforcement Division (NED) was the lead agency in conducting two marijuana eradication missions in Hawaii County during this time period. They were assisted by the Hawaii Police Department as well as other federal and county law enforcement agencies. All helicopter noise complaint calls were answered by NED personnel. The department currently does not keep statistics of the time and money expended by the County on the enforcement and punishment of marijuana offenses. , I 1 "Hawai'i County is an Equal Opportunity
