Attached is Resolution No. 668-16, as amended to Draft 2 with the contents of Communication
No. 1088.1 on November 16, 2016, by the Council.
The Council suspended its rules (Rule No. 24(1)(e))requiring the holdover of a substantively
amended resolution and adopted Resolution No. 668-16, as amended to Draft 2.
