Your Committee on Environmental Management, to which was referred Resolution No. 709-16,
reports as follows:
Resolution No. 709-16, transmitted by Council Member Daniel K. Paleka, Jr., via
Communication No. 1147, dated October 14, 2016, requesting the Department of Environmental
Management and Research and Development to initiate a feasibility impact study relating to
extended producer responsibility and incentives.
November 1, 2016: There were about 2 people who provided testimony in opposition to
Resolution No. 709-16. After hearing all public testimony, Mr. Onishi called a recess to the
November 15 meeting in Kona.
November 15, 2016: A motion to approve Resolution No. 709-16 was made by Mr. Paleka and
seconded by Ms. Wille. Mr. Paleka expressed his thoughts regarding this resolution and asked
for support.
Mr. Chung expressed his congratulations to Mr. Paleka and Ms. Wille for their hard work and
success. He urged them both to continue their work and thanked them for their time.
Mr. Onishi echoed Mr. Chung's sentiments and suggested they stay involved and help provide
guidance.
Your Committee on Environmental Management is in accord with the purpose and intent of
Resolution No. 709-16, and recommends its adoption.
