Your Committee on Environmental Management, to which was referred Resolution No. 708-16,
reports as follows:
Resolution No. 708-16, transmitted by Council Member Daniel K. Paleka, Jr., via
Communication No. 1146, dated October 14, 2016, urges the County of Hawai`i to encourage
manufacturing of packing on Hawai`i Island that is aligned with the Integrated Resource Solid
Waste Management Plan (IRSWMP) and Zero Waste Policies.
November 1, 2016: There were 2 people who provided testimony in opposition of
Resolution No. 684-16. After hearing all public testimony, Mr. Onishi called a recess to the
November 15 meeting in Kona.
November 15, 2016: A motion to approve Res. 708-16 was made by Mr. Paleka and seconded
by Ms. David. Mr. Paleka asked for support and said he has an amendment to introduce but
would like to hear any comments first. As there were no comments, a motion to amend
Resolution No. 708-16 with the contents of Communication No. 1146.1 was made by Mr. Paleka
and seconded by Ms. Poindexter. Ms. Wille said she did not agree with it. The vote on the
motion to amend was 4 ayes (Mr. Chung, Mr. Paleka, Ms. Poindexter and Mr. Onishi), 3 noes
(Ms. David, Ms. Eoff and Ms. Wille) and 2 absent (Mr. Ilagan and Mr. Kanuha).
Discussion on the main motion: Mr. Chung questioned how many packaging manufacturing
operations are on Hawai`i Island and Mr. Onishi asked if there were any incentives for potential
manufacturers to come here.
Your Committee on Environmental Management is in accord with the purpose and intent of
Resolution No. 708-16, and recommends its adoption.
