Your Committee on Environmental Management, to which was referred Resolution No. 684-16,
reports as follows:
Resolution No. 684-16, transmitted by Council Member Margaret Wille, via Communication
No. 1114, dated October 12, 2016, urges the County to join Malama 808 and encourage the use
of Litterati, as recommended by the Hawai`i Island Packaging Sustainability Initiative
Stakeholders Task Force.
November 1, 2016: There were about 4 people who testified at the meeting - three spoke in
support of this resolution and one spoke in opposition. After hearing all public testimony,
Mr. Onishi called a recess to the November 15 meeting in Kona.
November 15, 2016: Ms. Wille made a motion to approve Resolution No. 684-16, seconded by
Mr. Paleka. Ms. Wille mentioned that Joy Gold helped her draft this resolution. She provided an
explanation of the Malama 808 and Litterati programs and said that it is another vehicle of
dealing with litter management issues.
Mr. Paleka commented that he learned a lot from the taskforce - the Litterati app, Malama 808
and Aloha Drive. Mr. Chung questioned if there is a cost to join. Mr. Paleka responded that it
cost nothing to join. Mr. Onishi commented about the commercials on television, that it looks
great and thanked them for their good work.
Your Committee on Environmental Management is in accord with the purpose and intent of
Resolution No. 684-16, and recommends its adoption.
