Your Committee on Environmental Management, to which was referred Resolution No. 683-16,
reports as follows:
Resolution No. 683-16, transmitted by Council Member Margaret Wille, via Communication
No. 1113, dated October 12, 2016, urges the County to establish educational programs to reduce
land-based contributions to marine debris, as recommended by the Hawai`i Island Packaging
Sustainability Initiative Stakeholders Task Force.
November 1, 2016: There were about 5 people who provided testimony at the meeting - three
spoke in support of this resolution and two spoke in opposition. After hearing all public
testimony, Mr. Onishi called a recess to the November 15 meeting in Kona.
November 15, 2016: A motion to approve Resolution No. 683-16 was made by Ms. Wille and
seconded by Mr. Paleka. Ms. Wille explained that this resolution urges the county to establish
educational programs to reduce marine debris and urged support.
Mr. Onishi commented about littering and said that there is nothing about enforcing or raising
fines for littering as he believes that it would have been good to include as it is a problem.
Your Committee on Environmental Management is in accord with the purpose and intent of
Resolution No. 683-16, and recommends its adoption.
