Your Committee on Public Works and Parks and Recreation,to which was referred Bill No. 267,
reports as follows:
Bill No. 267, transmitted by Public Works Director Warren H.W. Lee, via Communication
No. 1177 dated September 29, 2016, amends Chapter 24, Article 10, Division 1, of the Hawai`i
County Code 1983 (2005 Edition, as amended), relating to speed limits.
The bill amends Schedule 5 (35 mile per hour limit)by revising a portion of Kuakini Highway,
Subsection(f), Kona.
Chair Kanuha, who is in support of Bill No. 267, requested clarification on the maps provided
within the bill.
Traffic Division Chief Ronald Thiel appeared before Your Committee for questions. He
addressed Chair Kanuha's request for clarification on the maps and explained that
Kuakini Highway is currently 35 miles per hour south of Walua Road, and then it turns into
45 miles per hour. Mr. Thiel stated that this bill will lower the speed limit from 45 to 35
miles per hour in front of a new proposed affordable senior housing development.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill No. 267, and recommends its passage on first reading.
