RESOLUTION NO. 336 96
A RESOLUTION RELATING TO AQUARIUM FISH COLLECTING
WHEREAS, conflicts between the collectors of tropical fish, subsistence fisherman, the
dive charter industry and segments of the visitor industry are well documented; and
WHEREAS, the Council of the County of Hawaii passed Resolution No. 221-95, which
recognized both the complexity of the competing economic interests and the necessity to
improve the management of this near shore fishery; and
WHEREAS, the House of Representatives, of the State of Hawaii, recently passed
H.C.R. No. 184, requesting the Aquatics Division of the Department of Land and Natural
Resources to draft a comprehensive management plan to regulate the collection of aquarium fish,
and
WHEREAS, the relationship between the tropical reef fish desired for the aquarium
market and the ecosystem of the reef as a whole is not well documented; and
WHEREAS, the number of animals collected around the island of Hawaii was 52% of
the state total, and the Miloli'i area alone witnessed an increase from 8,450 to 65,902 animals
collected between FY 1993 and 1994, and
WHEREAS, the situation in Kona waters concerning the conflicts between collectors of
tropical reef fish for the aquarium market and subsistence fishermen from the villages of Miloli' i
and Hookena has escalated to a crisis level, with documented reports of threatened violence
happening on the water.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests the Department of Land and Natural Resources to declare the areas in
front of the villages of Miloli't and Ho okena closed to tropical reef fish collection for the
aquarium trade and that the closure last for period one year to mitigate the potential of violent
conflict in these areas.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to Governor Benjamin Cayetano; the President of the Senate, Norman
Mizuguchi; the Speaker of the House, Joseph Souki; Senator Andrew Levin; Senator Richard
Matsuura; Senator Malama Solomon; Representative Jerry Chang; Representative Eric
Hamakawa; Representative Robert Herkes; Representative Virginia Isbell; Representative
Dwight Takamine; Representative David Tarnas; the Chair of the Board of Land and Natural
Resources, Mike Wilson; and the Administrator of the Aquatic Resources Division, William
Devick.
